He works from the shadows organizing groups of mercenaries to handle suicidal missions. Succeed or fail, Agent Smith doesn't seem to mind either outcome. It can only be assumed that he or his organization desire both the mercenaries and the target's demise, and don't particularly care which outcome occurs.
The missions as always, were high stakes. The rewards were obscene enough to cause the mercenaries to retire quietly. The consequences for failure was often death. Last word on Agent Smith put him on Datooine offering the chance for some mercenaries to take down Nutron.
