The Grey Council is the leading body of the Minbari people. A tradition formed one thousand years before the shadow war, the council lead the people through the centuries.
Originally the council was formed with three members from each cast, but after the brief war between the religious cast and warrior cast, the council was re-formed with five from the worker class, two from the warrior, two from the religious. The change was initiated in order to give a stronger voice to the worker class, who by large was often ignored in the past.
The Grey Council now works in tandem with the Senate, managing the resources of the Anla'Shok, helping to provide a safer universe.
